Abstract Global conservation policy requires the scaling up of effectively and equitably managed networks of marine protected areas (MPAs). While progress has been made on spatial coverage, the fundamental aspects of effectiveness and equity are falling short. Past research has focused on management effectiveness in MPAs, but less attention has been given to social equity though it is an ethical imperative and instrumental to conservation. Responsibility in uncertain times: an institutional perspective on precaution

Precaution is a key issue in environmental governance. Variously defined, intensively debated and introduced in many regulations, its meaning, scope and application remain problematic. This article argues that the controversy on precaution is a matter of culturally patterned expectations concerning the production and use of knowledge and the related social positions and responsibilities. The way uncertainty and its role in the policy process are understood is crucial. For some precaution is a flawed concept, to be accommodated to the current expert-based cooperative scheme. Anthropogenic impacts on Posidonia oceanica meadows have led to a decline of this ecosystem throughout the Mediterranean. Transplantations have often been prescribed as a compensation measure to mitigate the impacts caused by coastal maritime works. Here a Q methodology approach was used to investigate the stakeholders’ attitudes in four case studies of P. oceanica transplants realized in Italian waters. In the twentieth-century Italy, as many other densely populated European countries, has been characterized by a progressive reduction of the forest cover, specially in the southern Mediterranean regions. Generally, the mountain areas developed a forest based economy, especially in north east Alps and in the Mediterranean Apennine inner mountains. The research is based on desk research, a number of case studies and action research.
